RFP - Second Solicitation - Foghorn Reach Restoration Project - Phase 1

Project abstract: 

***UPDATE*** - Yakama Nation Fisheries is reissuing a Request for Proposals (RFP) for the Foghorn Reach Restoration Project - Phase 1 after the initial solicitation did not result in qualifying bids. We encourage all interested contractors to review this opportunity and submit a proposal. This project is an important salmon habitat restoration effort on the Methow River near Winthrop, Washington, from approximately rivermile 51 upstream to approximately rivermile 52. To meet in-water work window restrictions and coordinate with hatchery operations, the ideal construction period is during the final two weeks of July 2026.

We also recognize that certain design requirements, such as the use of sheet pile cofferdams, may present challenges. Contractors are encourage to propose alternative construction approaches where appropriate. Yakama Nation Fisheries is open to considering reasonable construction methods that meet project objectives, regulatory requirements, and performance standards.

By close of business on Monday June 1, 2026 each contractor that wishes to be considered must have completed and submitted a signed copy of the UPDATE - Foghorn Reach Restoration Project - Phase 1 Bid Sheet along with supporting documentation.  Please specify in writing on the bid sheet that prices will be valid for at least 180 days.  All competitive bid materials must be delivered by parcel delivery service or postal mail to:

We recommend getting completed bids in the mail by May 29, 2026, to ensure delivery on time.  We also recommend that you email Annet Dillman (dila@yakamafish-nsn.gov) and Ben Woodworth (woob@yakamafish-nsn.gov) a digital copy of your final bid documents as well as a copy of your certified mail certificate for proof of submission.  Make sure the certified mail certificate clearly lists the name and address of the sender and recipient.

Please note:

  • Davis Bacon Wages apply to this contract. The winning contractor will adhere to the Davis Bacon rules and comply and submit all necessary paperwork to the Yakama Nation.

  • The winning contractor will have all equipment cleaned and inspected prior to entering the any portion of the project site.

  • The Yakama Nation is exempt from state taxes on this project. Please see the attached Treaty Fishery Exempt Cover Letter and Treaty Fishery Exempt Certificate.  The winning contractor will receive signed copies for their records.

  • This project has adopted by reference in the Engineer's Planset the 2024 Washington State Department of Transportation (WSDOT) Standard Specifications for Road, Bridge, and Municipal Construction. Please reference this document when putting together your bid materials.
