Request for Proposals: Young’s Wetland Assessment & Restoration Design

Yakama Nation Fisheries, in partnership with Columbia Land Trust, is soliciting proposals from qualified consulting firms and interdisciplinary teams to conduct a comprehensive ecological and hydrologic assessment and develop permit-ready restoration designs for the 82-acre Young’s Wetland property in Tract D of the Yakama Nation Reservation, approximately 5.5 miles east of Glenwood, Washington, in the Outlet Creek watershed.

Project Overview

The Young’s Wetland project will assess existing ecological, hydrologic, and cultural conditions and develop a comprehensive restoration design to restore and enhance natural wetland functions, improve habitat diversity and connectivity, address legacy land-use impacts, protect culturally significant resources, and increase long-term ecosystem resilience.

The selected consultant will be responsible for:

• Conducting baseline ecological, wetland, soil, topographic, hydrologic, and cultural-resource assessments
• Evaluating existing drainage features, ditches, berms, ponds, vegetation, and wetland hydrology
• Developing restoration goals, alternatives, and technical analyses
• Preparing preliminary, 60%, and permit-ready final restoration designs
• Developing technical specifications, cost estimates, monitoring recommendations, and permitting documentation
• Incorporating Yakama Nation cultural priorities, Traditional Ecological Knowledge, and coordination with Tribal representatives

The project will consider opportunities for hydrologic restoration, native vegetation recovery, invasive species control, wildlife habitat enhancement, climate-resilient restoration, and beaver-based restoration strategies where appropriate.

Consultant Qualifications

Qualified firms and interdisciplinary teams should demonstrate experience in wetland assessment and restoration, hydrologic and hydraulic analysis, environmental engineering, restoration design, cultural-resource coordination, Tribal engagement, permitting, and monitoring and adaptive management.
